Small local governments often have limited staff and experience to handle technical problems or to perform planning and design for the wide variety of projects that may arise. PND assists local communities with project scoping; establishing budgets for securing funding; topographic and bathymetric surveys used for the basis of design and construction; development of detailed plans and specifications for bid solicitation and construction; and construction inspection and administration.
