Project Overview

A dynamic waterfront-facing development is taking shape at Waterfront Place Central (WPC) at the Port of Everett. The port’s redevelopment project is bringing a new mix of commercial, residential, hospitality, and public access to the community.

PND has led the planning, design, and permitting of public infrastructure since 2015 for this major multiphased project, a transformative 65-acre redevelopment of the Everett waterfront that includes more than 1.5 million square feet of mixed-use space. WPC is anchored by the largest public marina on the West Coast, with more than 2,300 slips, a 13-lane boat launch, a full-service boatyard, and an extensive network of waterfront pathways, trails, and roadways.

The WPC development is comprised of five distinct waterfront districts being delivered in phased implementation: Fisherman’s Harbor, Craftsman District, Millwright District, the Esplanade, and Wharf’s Edge. PND has led engineering, planning, and permitting efforts for a wide range of infrastructure improvements, including roadway design and right-of-way planning for all new internal roadways, multiuse waterfront trails, guest docks, new bulkheads and wharves, fuel tank replacements, and new commercial and mixed-use buildings.

PND has supported the success of WPC through an integrated, collaborative approach, working closely with port personnel and key stakeholders to advance the project as development strategies and priorities evolve over time. PND’s design engineering for the site development has emphasized a holistic view of the waterfront, recognizing the need to balance phased implementation, operational continuity, and long-term flexibility.

PND prepared master utility and roadway plans early in the planning and design process to establish a coordinated infrastructure framework for the overall development. The plans were used to align improvements across multiple districts, support private developer coordination, and minimize conflicts between successive construction phases. Establishing the comprehensive sitewide infrastructure framework enabled individual projects to advance independently while maintaining consistency with the port’s long-term vision for the site.

This proactive planning approach has reduced redesign effort, improved constructibility, and provided the Port of Everett with a clear roadmap for infrastructure investment as WPC continues to build out.
